The basics

Premise license vs trade license Malaysia: what's the difference?

A business premise licence (lesen premis) is issued by the local council (PBT) for the area where your business operates, under the Local Government Act 1976 and the council's own by-laws. It approves your location for the activity you plan to carry out there.

When people search for a trade license Malaysia, they usually mean this council business licence, which covers the trading activity at your premises. Some businesses also need a separate licence for their activity, such as a WRT license for foreign-owned trading companies.

  • Premise licenceApproves the location. Issued by your local council.
  • Signboard licenceApproves your outdoor sign. Usually filed together with the premise licence.
  • Activity licencesApprove what you do, e.g. WRT for foreign-owned trading or food handler rules for F&B.

FAQ

Business premise licence: frequently asked questions

Who issues a business premise licence in Malaysia?
Your local council (PBT), such as DBKL in Kuala Lumpur or the city or municipal council for your area. Your property's assessment tax bill shows which council to apply to.
Is a trade license Malaysia the same as a premise licence?
In most cases, yes. The term usually refers to the business licence your local council issues for trading at your premises. Some businesses also need a separate activity licence, such as a WRT license for foreign-owned trading companies.
How long does it take to get a premise licence?
Usually a few weeks to about two months after a complete application, depending on the council and whether an inspection is needed. We suggest starting six to eight weeks before you open.
How long is the licence valid?
Most premise licences are valid for one year and must be renewed. The licence should be displayed at your premises.
How much does a premise licence cost?
Each council sets its own fees, which depend on your business type and sometimes your floor area. We'll confirm the fee for your council when we quote.
What happens if I operate without a licence?
Operating without a valid licence can lead to fines and enforcement action by the council, including closure of the premises. It's best to have your licence in place before you open.
